PJM, the organization that manages our regional energy system, plays a critical role in determining how clean, and how expensive, our energy system is across 13 states and D.C.
PJM mismanagement and rising energy demand from data centers have triggered massive rate increases, while keeping clean energy from coming online fast enough to meet rising energy demand.
PJM is redesigning its markets in 2026. But with a decision-making process dominated by companies that stand to make billions, we need to amplify the voice and interests of the general public.
The Energy Bill of Rights is a public-interest vision for PJM’s market redesign, and calls for reforms that prioritize ratepayers and a clean energy future over corporate profits.

Who is behind the Energy Bill of Rights?
This is a collective effort drafted and endorsed by dozens of public interest, consumer protection, and environmental groups across the PJM region. Innagural signers include groups from New Jersey, West Virginia, Pennsylvania, Illinois, Indiana, Maryland, and Virginia.
